Criminal law in Japan, especially for minor charges, is designed in a way that basically no lawyers are needed, I think.
Suspects have only forty eight hours to come up with a few sets of statement which are complete. If lawyers visit them, they lose precious time in order to appeal their innocence to public prosecutors who only believe written facts with an adequate amount of their statement.
Of course, additional ten day detention would be considered.

JIZO-BON, what a nice event.

You might be an honest person.
Someone causes a damage onto you.
You might generously forgive him.
However, he might try to make sure that you won't tell anyone about what has happened by letting you sign an NDA.
Your generosity sometimes doesn't reach the other person's heart.
It's sad.
But it's true.
At the end of the day, finishing him off legally is the most generous way to deal with a conflict.

I can't judge the whole country just from this broken button at the lights though, there are some of its aspects I can partly presume.
This is so easy to say this country is like this, but it's just boring to conclude that way.
